Administrative Training Institute

Administrative Training Institute is the apex training institution of the Government of West Bengal. The Institute has been providing quality training to officers of All India and State Civil Services, State Government Departments and service Cadres. Training programmes are also conducted for elected representatives of Panchayat and Municipal bodies as well as for NGO functionaries. The programmes cover induction level and functional training for officials of different service cadres and Departments as well as broad areas like public administration, financial management, economic development, management development, trainer development, information technology, disaster management and urban management. Well-designed and comprehensive training modules lay emphasis on interactive and participatory approach. On an average, the Institute conducts more than 100 training programmes in a year.

State Vigilance Commission

West Bengal was one of the first, among the States of India, to establish Vigilance Commission in March, 1965. Later it has been renamed as State Vigilance Commission. It is an important enquiring agency under Government of West Bengal. It is entrusted with the task of combating financial and other irregularities, misconduct and corruption in State Administration in order to bring efficiency, transparency, impartiality and integrity among the officers and staff. Presently, the Office of the State Vigilance Commission is situated at the 1st, 2nd and 3rd floor of Bikash Bhawan at Salt Lake city, DF-Block, Sector-II, Salt Lake, Kolkata-700091.

Anti Corruption Branch

The Anti-Corruption Branch was formed vide Govt. Notification No. 655-PAR(Vig.) dated 02.08.2012 with a mandate of conducting enquiry into such complaints of the administrative irregularities and complaints of corruption against Govt. employees, employees of Local Bodies, Public Sector Undertakings, Corporations, Societies etc. under the administrative control of the Government as may be referred to it be the Government. The Anti-Corruption Branch has no other divisions and functions only from its headquarters at Kolkata. The Branch has been located in the 9th floor, A Wing, New Secretariat Buildings, No.1, Kiran Sankar Roy Road, Kolkata - 700001. The Government, vide Home(Police) Department Notification No. 2208 P.S. Cell dated 14 November, 2012, empowered the Anti-Corruption Branch with investigative functions by specially declaring the Branch office as a police station. The Anti-Corruption Branch Police Station has been created with jurisdiction throughout the State of West Bengal only for the purpose of registration and investigation of the offences relating to Prevention of Corruption Act, 1988. Vide Order No. Vig-283(SPAR)/2012 dated 22 November, 2012 the Government has stipulated that the said Police Station will carry out investigation of those cases only which is to be assigned to them by the State Government in P and AR Department and a Preliminary Enquiry shall be undertaken into the assigned cases. Vide Notification No. 197-JL-the 7th June, 2013, the State Govt. has notified Court of Judge, Bench-II, City Session Court, Kolkata to be the Special Court under Prevention of Corruption Act, 1988 for ACB PS, having its jurisdiction throughout West Bengal.
